Solved my own problem - after going into EZ mode I saw and disabled Intel Rapid Storage Technology, which I never saw in the advanced BIOS. NVME drive popped up in the windows install and BIOS shows it as NMVE storage not RAID.

BIOS is 2305 (most up to date). I've attempted to install both win 10/11 just to see if that made a difference. Only thing I haven't done is swap the drive around because I have a custom loop I have to drain to reach the m.2 :(
