Plug the VGA cable to the mobo, if that works it could be hdmi. Plug hdmi on mobo, is that works it would be the monitor or the vga. Plug the vga cable on the 270x and test it.

Thank you guys for your reply. It is connected in to the GPU and I confirmed that the gpu is locked into place. One peculiar thing that happens is that the cards cooler starts up, then stops and starts up again. Is this normal?
