Hello, That is a decent PC for streaming, what is your internet speed? You need to have pretty fast internet in order to stream. Upload speed is what you are looking for. Otherwise, there are a lot of tutorials on youtube that tell you how to optimize OBS for your PC.

It probably can stream on 360p-720p @ 30 FPS but you need good internet connection. You need at least 0.7 Mbps upload speed for 720p (at least i think so). Use OBS, it's free and there are a ton of guides on how to set it up. Good luck :)

It really depend on what you want to do... For you it's hosting game servers and any quad core will do. You don't need any fancy gpu, just stick with integrated one and you will be fine.
