Ok, so... apparently, now, nothing gets my CPU hot and there's barely any usage. Ran Fallout: New Vegas on ultra settings in 1050p and the temperature stayed at 45c the whole time and the CPU usage the whole time did not go past 5%. I know FNV isn't intense on hardware, but still... is this...

So, I just checked, and it was definitely the thermal paste. It was all dried up and scattered. I re-applied the thermal paste and made sure that the heatsink was making enough contact. When I restarted the PC it was at ~40c for around 10 seconds, but then the temp just started going all over...

Every other component is running under 40c on idle except for the CPU, which varies between 60-80c, but mostly around 70c. My CPU is an Athlon X4 760k and I'm using the stock cooler. I'm assuming the problem here is the heatsink, but again, it's not making any noise at all. Could it just be the...
