1) u should clear ur BIOS by using jumper or clear CMOS button.......then update ur BIOS to latest version. 2) borrow someones working PSU and test on that. in most of these cases....psu turnout to be main culprit.

i think u should update ur BIOS 1st....then swap CMOS battery( which is less likely the case here) with the new one. and check every connection to ur pc and PC case's power switch......also check PSU. you should borrow working PSU and test on it. and last but not least check ur windows settings.

from ur description its safe to say that ur mobo is dead. but u should check other component such as power supply (smps) it is also possible that ur PSU is dead.....PSU running few some fans and lights on the motherboard does not mean ur SMPS is out of the hook just yet. you should borrow...

yes it will work........but that card will bottleneck ur system. graphics card and PCIe slots has backwards compatibility...so you'll be fine

SMPS means power supply aka PSU. YOU CAN INSTALL CHIPSET DRIVER after OS installation. i have checked ur motherboard compatibility with 4790k and its compatible. so plz try another HDD just in case. and while installation plz make sure that only one hdd is connected in which u r trying to...

plz check ur hdd by using S.M.A.R.T if there is read sector errors or other fatal errors then its best that u buy new hard drive. it can be possible that ur hdd is cause for this problem and beside win7 always give some kind of problem while installation on 4790k systems. i have faced a problem...
