DONT GO WITH I3 FOR MUSIC. Music is more CPU dependant. so you want to go for atleaset a quad core. like the i5 7400. i3 is fine for gaming on high settings.

Ok heres the thing. You graphics cards fans only spin when they need too. Otherwise they dont spin. So if the card gets hot they will spin, but if its not so hot they stop. its pretty normal. So while gaming they will spin, but stop when your computer is not under pressure. Eg. youtube/browsing.

you need to got to your Graphics card software and play with the Scaling settings.

the easiest thing to do is plug the PC into your TV. if it works then there is your problem, The monitor. But if it doesnt it could be your graphics card.

it must be the frame time. So each frame is not being drawn at a perfect interval. Like 1 frame being drawn every 20ms. But your machine is probably varying this time constantly, so you feel its laggy. I dont know the solution to this problem. maybe you need a new monitor or new graphics card.

MSI make Great cards, so do EVGA and GIGABYTE. so whichever looks best to you. I would personally get the MSI.
