Maybe try the on board graphics and see if that makes a difference. If it does, the GPU is most probably the problem, otherwise its something up. If you thing it only happens when your PSU is under stress, maybe overclock the CPU

I believe 1080p 24 inches is the best combo! If you are on a really tight budget, 18 inch 786p-900p is fine too...

See if you can get a higher resolution for that price point, other you can't argue at this price point..

It actually depends on what kind of games you play. It you play a lot of competitive FPS then go for the BenQ (If you have a problem with the color, the 24 inch version is black). Otherwise get the Asus, it has nice colors and the the difference in the response time won't be much noticeable in...
