Hi I was reading your specs. You have a 650 watt PSU. I just bought the same card and it needs an 850 watt PSU. That may be a bug part of your problem. I cant say for sure because I went from 650 to 850 I never ran it on 650.

Are you overclocking? What do you have the GPU set at? Those are two things to look into. What settings do you have the game on? If you overclocked anything restore it to factory see how that works. The game settings take them off of high or ultra and just put them on normal or whatever is lower...
