I think that that's just the motherboard speaker which beeps when you turn on the computer or when there is an error (missing RAM, etc). You should be able to remove it easily and still be able to use the computer, but you will never hear any beeps.

If you unplug the card the computer works? Is your PSU powerful enough for the graphic card?
