What's the refresh rate of your monitor and did you try turning on Vsync in the game sometimes that fixes tearing issues.. P.s sorry for the late reply.

As far as I know in Asrock bios under OC Tweaker there should be DRAM timing configuration where you can load XMP profiles so try it if you can find the option.

Why would you do that you have discrete GPU it is pointless and might even affect your rx 480s driver

If it is a bios settings problem you can clear your cmos. To do that Open your case You'll find a tiny disk-like object on the motherboard you can google "Cmos" for a reference picture take it out and wait for about 2 min pop it back your bios settings will be reverted back to original...

Both cards are very good you could go with 590 because it has 8gb vram but 1660 would also be a good option because obs likes nvdia's card which has latest nvenc encoder and you can even record with shadowplay..
