The 7950 is still pretty capable so he should have little to no problems running those games at 1080p 60fps on medium-high settings. From what I've read Just Cause 3 has fairly hefty requirements so you might need to tweak ingame settings a bit to get the performance you'd like.

I doubt that the 750 Ti is powerful enough to fully utilise 4GB of VRAM anyway (besides from a few badly optimised games) so the better choice here would probably be whichever one is cheaper for you.

They all use fairly powerful i7s and the key difference in gaming performance would be the GPUs so the cheapest laptop would be a better choice in terms of money. That being said, the 840M isn't very good for gaming to be honest, so it'd depend on what games you're looking to play...
