It is lower than expected performance even in other games. From CS Go i can only have 70fps at high settings. I really don’t know what the problem is

I have an RTX 2070 and play dota 2 at 30-50 fps on ultra settings. It's really constant even in clash. Just hoping that it will be at least 120 because from my 1660TI i get up to 120-130 fps in clash. Hoping someone could help. Btw. Gpu usage is 100% temp constant at 70degrees. tried trouble...
