Question RTX 2070 Low FPS with 100% Usage ?

I have an RTX 2070 and play dota 2 at 30-50 fps on ultra settings. It's really constant even in clash. Just hoping that it will be at least 120 because from my 1660TI i get up to 120-130 fps in clash. Hoping someone could help. Btw. Gpu usage is 100% temp constant at 70degrees.

tried trouble shooting it via nvidia control panel and adjusting settings or whatsoever i read on the net but nothing seems to work. Only thing o can do is to lower the graphics to obtain higher fps. (Dota2)

Proc : Ryzen 5 3600
GPU: MSI Ventus RTX 2070
Hdd: WD Blue 1 TB
SDD: Team group mp34 m.2 512gb
Ram: Gskill f4 3200c16d
PSU: seasonic focus 650w
Monitor: ASUS ROG XG32VQR 2560 x 1440 (144 hz)
Played dota and csgo.
when i lower the settings in the game, the fps go up to 160. but when i change it to ultra/high
settings, it lowers to 30-70

It is lower than expected performance even in other games. From CS Go i can only have 70fps at high settings. I really don’t know what the problem is
