Is it actually possible that cpu is decreasing fps by 40-50 fps or even more?

Cpu temp doesn't exceed 60 degrees.

Right now I started testing Watch Dogs Legion and average framerate is just above 30. Changing any settings, even resolution doesn't change fps at all. Highest i got with everything low and 720p was average of 45 fps.

It's 100% during entire benchmark.
