It's a Toshiba encore tablet I wanted to use throttlestop to get better performance in games as my fps would drop very low due to throttling and now it's stuck at 0.52ghz

My Toshiba encore WT8-A-102 is stuck at 0.52ghz and under any load will not go any higher. I have tried reinstalling windows 10 but to no avail. I believe the issue has been caused by using throttlestop 8 beta software and now my CPU is stuck at 0.52ghz
