As someone who recently messed up a GPU install, check the PSU cables to the GPU, i connected them enough to get the card to turn on without getting a picture, check the conectors and make sure they click in.

Final update, the new 4070 super that i was able to aquire at short notice is working 100% fine, the conclusion is that the 3080ti has sustained permanant damage to one of its vram chips.

Update: changed the paste on the GPU, thermals were better but the card still malfunctioned, i do believe i have to go shopping now. Sorry everyone if you came here looking for results.
