Okay, so with a stable clock of 4.5 GHz at 1.4 V, how should I fine tune it?

So I tried 4.6 GHz and got a crash in AMD Overdrive stability tests, but when I try to bump the Voltage from 1.4 to 1.4125 the clock speed drops to 4.4 GHz. Is this due to throttling or what?
