So I figured out that the GPU was causing the stuttering by changing it with a 1050 Ti. The stuttering is fixed, but the slow boot is still there, so later I will test my SSD by using CrystalDiskMark.

So everything is new except the Motherboard (XPS 8700 DELL) and the CPU (i7-4790). The PSU is from the old PC case (TrendSonic F56A).

So what am I doing now? Maybe the SSD isn't the problem but I think it is.

I found the a fix. I turned off my second monitor and the memory clock just went to 300mhz! Thanks for the help!

When doing nothing, my memory clock is always at max. Downgraded to older drivers, then back to newer ones, but it didn't help out. I'm using two monitors at 60hz with 1920x1080 (Tried changing the resolution but no difference) View: https://imgur.com/a/4Xi4PB2
