    So in my router I'm able to reserve an IP for my desktop, is this the same as a static ip? I'm trying to set up a server on my PC.

    If you have a spare drive I would recommend installing a fresh copy of windows on it, and drivers, and then seeing how performance was. If it fixes it, great! If not, I would take it you got a bad GPU, in which case you can send it back and get a different one.

    It sounds like you tested the monitor already, but I would check it with another system just to make sure. Move the card to a different PCI slot if that fails, like stated above from faalin. Check it in another system if possible. Otherwise I would say the GPU is DOA.

    Depends on your needs. If you play CPU heavy games then I would recommend the i5, if you play GPU intensive games I would get the 1060 and i3. If you don't mind waiting it may be worth waiting for Ryzen 5 so you can get the best of both worlds.

    The 1050ti would be a good choice for you, considering your CPU doesn't draw a ton of power.
