Try disabling Xbox game dvr. in 1803 they changed it to on by default. I turned this off and leave off my monitoring software & it's good. If I revert back to Nvidia 391.35 drivers everything is fine. I'm hoping the next driver update fixes this. alot of people with this driver and win 10 1803...
