yes a 620w will run a 980ti but a 1070 isnt much more and its newer and very similar in performance to 980ti on top of that you will get a fresh warranty if you get one if something goes wrong and 980ti has 6gb's of ram while 1070 has 8gb's but at 1080p it wont make a difference really.
