1. 8GB is what I use too, 16GB is an overkill. Anything lower than 8GB may result in reduced performance (even 6GB is fine, sometimes). Also, don't try to go into the "cas latency" stuff, it will just confuse you and does not matter. 2. An i7 4820K won't bottleneck any GPU.
