    Try 1st to reset BIOS to Default/Optimized settings to see how will it go. If it stays the same try to update BIOS, maybe something is wrong with the current version of the BIOS and it is pushing too high VCore voltage

    It is best if USB is empty, no need for any special kind of burning, just format to FAT32 and that is all. Place extracted folder with BIOS files to USB and rest is written above.

    Just put BIOS files on USB Flash Driver. Place old CPU i3 back to mobo, enter BIOS and to M-Flash. From there you will select BIOS file on USB Driver and wait for Update process to finish.     Lower your DRAM voltage to 1.35 Volts, at 1.5 it is too high. You will damage your RAM. And use XMP profile for rated RAM speed not the one from the motherboard.

    Ryzen R5 1600 is a same 65W chip as 1300x so it should be any problems there even with 1600x you still on the safe side since your whole system doesn't pull many watts.

    Turn off Turbo Core and set CPU speed to 3.8 GHz, it should be fine with stock voltages. Also set Power Plan in Windows to High Performance.

    Try to reset BIOS settings to Default/Optimized (don't forget to save them after reset ), maybe something is wrong there and it doesn't let you push past 3 GHz.
