What I mean is that if you cannot notice the difference between 20ms and 30ms latency in games, then you should not care about the screen response time because you will not notice a difference (as most screens come with below 10ms response time).

You can spend less for the cpu, and go with an AMD 390X,this is better for gaming,albeit this is only valid if you don't care about electricity costs because the AMD gpu has much higher TDP than the Nvidia gpu.You will also need a higher watt psu for the AMD gpu as it has 500watts TDP I think.
