    The cable won't fry your motherboard, the PSU is what delivers the power. The cable should work for your sff system, as I said, it's only carrying power.

    You can disconnect any other drives from the system that you don't want altered. Just connect the drive that you'll be installing windows on. I would agree with SkyNetRising in getting an SSD for your windows install, it will run much quicker, and prices have come down a lot.

    What's the make and model of your laptop. Have you tried uninstalling the drivers completely in Device Manager > Biometric Devices, and then reinstalling them from the manufacturer website.

    Have you tried going to Settings > Network & Internet > Change Connection Properties and setting it as a metered connection? This will mostly stop Windows from sending and receiving data in the background which could be hogging bandwidth.

    Yes it's fully up to date. I'm going to try swapping out the current cable with the one that came in the box in the morning, it's currently in use for something else, that should hopefully rule out the cable as the issue.

    The TV is the KD-55XE8596 and I'll say with 95% certainty the cable is 2.0 rated seeing as the Xbox reports it can playback movies at 4K @ 60&50Hz
