Turns out it was my keyboard, (Razer Blackwidow Elite). Its audio cable built into the keyboard was causing the buzzing.

I've had windows 10 for awhile and i just noticed this problem. When i open the start menu and click one of the Windows apps, like store or the xbox app, nothing happens. No error message popping up or anything. I looked up a few fixes but none of them were helpful.
