Downloaded ASUS GPU Tweak 2 and same thing except when I ramp it to say 50% it won't go to a 100% but I also can only up the speed not set it down afterwards.

Right but every other 1070ti on the market only has one 8 pin power connector. So far I think I've only the 1070ti Gaming X. I don't own it either but it is a bit curious.

As far as I know isn't the voltage control locked on 1070ti because Nvidia decided so? Wouldn't the extra power connector only help if you could add voltage?

I have a 8600k and I can recommend it yea. But you will also have to buy new RAM and a new motherboard. Cheapest option would probably to get an i7-3770, second cheapest would be a 4th gen i7 where you would have to replace motherboard but nothing else I believe.

The i5-4590 can be compared to your i5-3570 but all of the 4th gen i5s fall under the blue so they will all bottleneck according to the chart.
