I had an audio issue on an old hp years ago that did the same thing was a pain to fix, went through 5 audio drivers until one finally fixed it. That's why Ive been suggesting that's the issue but it could very well be another problem.

Honestly, the only upgrade that you would see a major improvement over your current card is a 970. Your card is actually pretty strong and upgrading to anything lower than a 970 wont really show much returns. The Amd r9 290 is another option but will use tons more power than a 970.

Everything looks good on your build, mobo is fine I use an ASrock myself been a great board for me. As far as the psu goes here in America we have 120 volts AC 60hertz coming from the wall, so if you have that then it'll work perfectly.

If your heatsink and fan are not connected properly then it is definitely the problem. You need to take the cooler off of your cpu reapply new thermal paste and get that heatsink properly mounted. Try that first and see if that helps.

Well there wont be a bottle neck, but just a word of warning that cpu and gpu combo wont be playing many games. GTA V and BF4 will have a very hard time running on those specs. If your just getting it to play CSGO or less demanding games then you should be fine.

No, you will need to buy a new cpu that has 1150 socket. The problem is that well 1150 has 1150 pins and 1155 has 1155 pins. So either way that cpu will not work in an 1150 board.
