System stutter problem

So, I've been getting sound and system stuttering, mainly while scrolling and opening browser tabs and it's very weird cause My CPU is fine, (FX 8350 with no voltage or fps drops in games), RAM never goes up 6k out of 8k.
I've been suspecting 2 things, either my HDD (a samsung 8yo HD) or my GPU r9 270x is faulty. Thing is, i tested my HDD health and it is fine, i've ran all kinds of benchmarks on my GPU and no problems what so ever.
From time to time i get artifacts randomly (mainly if i run a 2 monitor setup), my GPU warranty wears off next month so i am worried it could be it, but i don't want to waste my time sending it to RMA and i turn out to be wrong.
My MOBO is a sabertooth 990fx r2.
PS: Problem persists with newly installed OS
 
Yes, also, i use the HDMI so sound goes through GPU to my monitor (it has speakers on it).
EDIT: Although i dont think system would stutter over a audio driver issue, it really freezes for like 1~3 secs
 
I had an audio issue on an old hp years ago that did the same thing was a pain to fix, went through 5 audio drivers until one finally fixed it. That's why Ive been suggesting that's the issue but it could very well be another problem.
