    Actually, I was checking my GPU/CPU usage in MSI afterburner, and in most of my games such as Witcher 3 and Ark: Survival Evolved my GPU is maxed out and my CPU hits 60-70%, only in games like CS:GO the CPU is maxed out, any thoughts?

    Exactly what USAFRet said, you shouldn't be basing the CPU you want to get on the RAM, in the end, the CPU is going to make the big difference. As for the DDR3 vs DDR4 debate, the difference isn't to big in games and you shouldn't stress over it.
