I played those games on 4GB before I upgraded, so he RAM shpuld not be a problem. It is the GPU you have which will be a problem. Yes, you CAN play the games, but you'll have to play at lowest settings and most probably have terrible stuttering or lag.

If you've got the money, but 3 980s theres no problem with more power. But you can probably run most games with that setup at ultra settings.

For at least until 2016, you should be good with a GTX 680 SLI setup. However, many new releases are poorly optimized, and a lot of them have issues when you run a SLI setup. I have an Intel Core i3 2120 Dual core processor running at 3.3 ghz. I was wondering if this processor would bottleneck the HD 7970, or a GTX 680. I also have only 4GB of RAM. How about a r9 280x Vapor X? Will this card be bottlenecked too?

If you're just gaming, 16GB is overkill seeing as most games don't even need more than 8GB. Other than that, you're rig is very, very, good.

The Hyper 212 Evo is very good, I suggest it. Or the h100i. Get good thermal paste for them though. I recommend Indigo Xtreme or Nanoxia Heat Buster.
