You turned off V-sync settings? If yes, try to reinstall driver.

First of all, what is your purpose of upgrading your pc? If it just for gaming then go for GTX1060 and buy new PSU 500watt. 8GB RAM is good enough

i bought Palit GTX960 Jetstream.When i run games the temperature raise to 90-91Celcius.No matter how i set the fan speed from 60% to 100% the temperature remain 85-91.Most the temperature is 87-90Celcius.Is it too bad? idle Temperature gonna be 10-20Celcius

GTX750 ti and HD6950 is a bit similar. I own a HD6950 and I can play maxed out GTA IV without SHADOW 40FPS+++ and the FPS easily to drop to 23FPS++ because of bad optimization. Tomb Rider I can max it without TressFX at 25FPS++.BF4 I got 15-30FPS at out of building and 22-60FPS inside building...
