Thanks everyone for the help just have a single doubt I know chances of getting a DOA component are pretty slim, but the computer is in an On/Off loop so my question is, is the reason of this happening is because the CPU and MOBO are not compatible without the update so it rebuts all the time...

I built a new computer for my dad but got a z170 board and a Kabylake chip I asked around here and all I was told is that with an update to the mobo the chip will be usable on the board but they didn't said anything about having a Skylake chip in order to get into the BIOS to apply the update...
