Do you have another system where you can check internet speed? Are you using wifi or ethernet? Do you have the install disk that came with the new mobo? It will have the driver for the mobo's ethernet.

How did you determine you had bad caps? I stay away from Dells because they use proprietary hardware and are designed to be difficult to disassemble. You should probably remove the CPU cooler anyway since it's likely collected dust.
