What is your budget? I would first recommend upgrading your CPU to prevent any sort of bottlenecking. Then you'd probably have to get a better psu to support a graphics card. What are you hoping to do with the graphics card, and what resolution is your monitor?

It's all your choice. If you're playing at higher resolutions, or on multiple monitors, the extra vram that the R9 290x offers will be better. But for a single 1080p monitor, the 780 ti's will be better.

You're having a CPU bottleneck. 2 cores is way too low for gaming, and it's probably bottlenecking your gpu.
