TNX ALL CLEANED THE SYSTEM & added extra fan & fixed cpu pins (brooken) still a lot of heat but at least i can use my 3.6 now

hi i have an intel pentium 4 661 3.60 GHz cpu in cpu-z program i can see that my core speed is set to 2300 MHz(More or Less) i wanted to know is there anyway that i can set the core speed at a higher rate and if so does that do any good in my computer performance?
