it appears that it was some sort of drivers issue and after I unistalled it and downloaded them again it fixed.

I have downloaded it and still no change, the fps limiter doesnt even work on inspector... I changed it to 50 and it would still just stay at 124. I also believe there is something else interfering but I am not sure what it is.

I dont see apply changes on the top right corner

Yeah i wrote the question in frustration and made a typo. My monitor is fine and running at 165hz as intended it is just my fps that isnt going past 124. where are other ways for me to check about my settings? I have vsync off in nvida and also off in game.

I am using the MSI Optix G27C4 set at 165hrtz, my refresh rate on gpu is also set to match my monitors (no fps limit) and on windows its set to 165 when I go to any website to check my hrtz or fps its all fine and reaches 165 but when i go in game it auto caps to 124

My game auto caps every game at 124 fps when before It would go easily above 150. having "Disable Fullscreen Optimizations" fixes the issue as long as I have it fullscreen (for some games only) but i want to fully fix this issue. I believe the problem is with VSYNC. I have it off for everything...

I just built a PC and when i turned it on , all the lights and fans turned on aswell but my monitor doesnt even turn on and when i turned it on it says “No signal”

My led fan has at one end a 3 pin fan header which i know is going to the mobo but the cable splits and in the other end theres a 4 big pin connector which im not sure what it is and what its purpose is (first time building a PC) Thank you
