Guys i undid the overclock (Its at 4GHZ) and its still at 97% CPU usage

I use corsair h60 Liquid cooling guys!

I make youtube videos and I have an i7 4790k overclocked to 4,5GHZ when i render (I have done it at 720p and 1080p or 30fps or 60fps with no difference) It uses up 100% of my CPU and when the render is just about done my PC crashes so i cant get the video please help as i cant make my videos...
