The RX 480 will at least be on par with the GTX 970 let alone the 960.

I'm getting the RX 480 for my new build, and I'm going to get a 1440p monitor to pair with it. My question is, would 4GB RAM be enough for 1440p games at medium-ultra settings for now and the coming years?

Try going and deleting the drivers and reinstalling them with your GPU in. What brand is your PSU? Also if you manage to download your drivers, try playing a game or running FurMark and see how that goes.

No, you won't need watercooling, the ACX Cooler is quite good for overlcoking and EVGA Support is formiddable. Watercooling your GPU will give you little yield for your money.

For your setup, I'd recommend the FX 8350, it has 8 cores and 8 threads capable of doing good video editing. If you are willing to change motherboards and shit you could get the Intel Xeon line which would be ~$250

You won't have problems running the card 650w should be enough. You could experiment with OCing that card but that'd be up to you.

No the jumper does basically the same thing, the CMOS chip is a RAM chip, therefore it's volatile memory (the memory stored in it is lost after you take away the power) if you take the battery away that will reset the CMOS.
