I was considering upgrading to a rx 480 when it is releases however my athlon 860k will probably give a bottleneck. Would it be a better idea just to get a cheaper gpu like a gtx 960 or should I get a 480 so my gpu is future proof for the years to come?

Current specs:
Athlon 860k
6GB DDR3 ram
Gt 730

Solution
Definitely an RX480 out of the two choices, but as you said that CPU will bottleneck it, you should still get it though, because they will be around the same price the RX480 should be released for $199.
After you get some cash, i3-6100, GIGABYTE H110, G.Skill Ripjaws V 2x4GB and you're good for most games.

Chances are, if 480 is actually good, which no one knows for sure yet, prices for other videocards will also take a nosedive, so it will be easier to tell which card is the better bang for the buck then. So, unless the voices in your head that manage the upgrade path become unbearable, I'd say you sit and wait.
