    rx480 8gb or gtx 1070???

if you have the cash, go for the 1070. or you could wait for the rx 490. You may want to check this. the 1070 is 3 tier above the rx 480. http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html I believe there's no such thing as an overkill for resolutions within or above 1080p range...

Will my PC be able to run the 'Geforce GTX 970'

yes it will. your i7 won't suffer bottlenecks with it. what's your current GPU by the way?

I5 2500k + Gtx 960, and low fps in CS:GO and other games

is that so? cs:go isn't a very demanding game. try to check the airflow of your case, maintain nice ventilation. keeping that temp for a long time will degrade system performance and will give your components a shorter lifespan.

Check the temps and GPU usage.

    Intel I3 3220 vs I3 2120 for gaming

both i3's have the same clock speed. go with an i5 or i7 if you want a noticeable difference.

    Worth upgrading my pc

right now, your rig can still run most games at high settings with a gtx 970. i don't think there are lot of games that will benefit from a newer cpu and ram. or if it does, a 2~3 fps at max maybe. so better save the money and upgrade when you think your CPU can't keep up with cpu requirements...

    Logitech mouse software help

I own a g502. and it uses a gaming software. i don't think setpoint can do that. i could be wrong but since the g502 is actually designed for gaming, its software is also intended for gaming. they have this pre-made gaming profiles that you can select for each games you play.

    GPU Temperature issue

i dont think thats a good idea because you will be doubling the layers. i think on the gpu core is enough. maybe try that if your temps doesn't drop significantly.

    GPU Temperature issue

i spread a thin layer of thermal grease, just enough for the gpu core. make sure you clean off the excess. i haven't tried that product before. maybe you can find a review on some other site. please be careful and if possible watch videos of how it is done properly.

    GPU Temperature issue

kindly check your GPU usage. this will cause an increase in temperature. i had a GPU once that was having high temps. i had to apply thermal paste and clean its cooling fans. just be careful when doing so to prevent permanent damage.

How good is this computer for gaming?

yes, you can. high settings won't be a problem on your build. though if you still can pick up a gtx 970, i'm sure you can even maxed it out on 1080p. http://www.tomshardware.com/reviews/best-gpus,4380.html

    What PSU should I get?

a 650w would suffice. if you plan to upgrade or overclock, let's say next year, you might want to consider a higher wattage.
