    For your purpose going with intel or amd doesn't really matter. Amd's value is better (you get more bang for your buck) but it really doesnt matter when you are just browsing the web and watching movies. The graphics will only matter if you are planning to really play video games or do stuff...

    Mine are 200 mm fans thus they run slower while still being able to move the same amount of air. Yours might be smaller fans that have to run at higher speeds to mantain good thermals.

    why shouldnt I touch a CPU?

    It probably wont be to big of a deal unless you smeared your fingers all over it. Then I would recommend cleaning it because your finger oils can interfere with the cooling.

    Oh I misread your question, I thought you were talking about temperatures. Your temperatures are definitely not horrible but I can't really give an opinion on your load (I dont have any knowledge on that). Someone else can answer your question :)

    If you touch the top of the cpu (the heatspreader) your finger oils could make your thermal paste less efficient thus give you higher temperatures.
