Not sure what the issue was, but I did a full reinstall of Windows, and it seems to work now. Weird.

The ethernet cable is Cat5e, the coax is standard 3000mhz I believe. I just tested my wife's desktop beside mine, she's getting 600-700Mbps, but i'm still getting 15. Obviously the issue is on my end, i just can't think of what else to try. It worked flawlessly in my last house ~5 days ago.

Sounds to me like a connection issue between the fan controller on the card's board. I wouldn't recommend taking it apart yourself, as you may void any warranty. I would contact the manufacturer and see if you're still within the window to get a replacement. Other than that, they may be able to...
