yeah i think something is up with file system

is there a command prompt command that would diagnose HDD or something like that? i tried before the option to reinstall windows but keep files and it failed also is that normal that just power turning off during a restart would mess up file system or HDD like that? thank you guys for help tho

in boot device priority i have 1st FLOPPY DRIVE HDD: PM-Hitachi HDP ATAPI CD-ROM changing the order does nothing don't know if it's related but in power options processor power management i had maximum processor state set to 80% cause i was getting a blue screen crash on 100%

yes the red LED is blinking

there's 3 fans that make noise so it's hard to know is there any other way?

screen is just black with cursor disappearing and appearing in the center of the screen and num lock is turning on and off continuously. ctrl+alt+del or ctrl+shift+esc does not work. i can access command prompt in advanced startup options so maybe i can do something there?
