I don't have another disk I could copy the installation to, but I think I've narrowed the problem down to something to do with the power plans. When I restore all the default settings for power plans in control panel, it seems to help with the lag a little bit but it still lags after a while of use

All my temps are normal (40-50 C) but the only problem is the lag I described in the original post

I uninstalled McAfee and no changes. I never replaced the cooler, I just put new thermal paste on and there doesn't seem to be any thermal throttling.

Well they never caused any problems and my computer never lagged until I reprioritized the game

I still can't seem to get it off

I can't seem to unplug my cpu fan from the motherboard, my motherboard is an MSI Z270 SLI and it has that little black thing that seems to be holding it in place and I've read about pushing a flat knife or something into that and just pulling on the fan connector, but it still won't come off...

This didn't start happening until a few days ago and for some reason its also starting to lag programs that didn't lag before
