Also have tried moving ram slots, trying each ram stick individually, changing pci express video card port to another, replugging cables, removing video card, reinstall windows, removing all usbs, checking individual usbs plugged in, I can’t create circumstances that would allow me to get past...

i7 7700k, ddr4 3000 MHz corsair vengeance 2x8gb, gtx 980 g1, 800w power supply that was tested, msi pro carbon z270 RMA'd motherboard. Tried 2 different solid state drives in sata to usb and just plain sata connection. It seems like it has a 10% chance of getting me logged in otherwise 90%...

Having kinda same issue! Only 1 ram stick works in the 3rd slot but not in first or second. Can't get dual channel to work, experiencing random restarts as well.
