Clean install of Windows 10. Everything (drivers, OS, BIOS, etc) up to date. I had no other GPU's in this particular build, however, I did have a GTX 970 to test against in my former build. I powered up my old gaming rig and stuck the GPU in to test it and the issue persists on that machine.
