well 1. check if the power buttton connections are correct 2. check for flashes / beeps from your mobo and cross verify from your mobo manual (check if your components are powering up) hope it helps!

I cant access the links you provided , but in general alcohol based cleaning solutions are well and good ( like your screen cleaning or lens cleaning ones with isopropyl alcohol IIRC) . Just wipe it with some soft cloth/rag(preferably those antistatic ones) and remember to ground yourself!
