    new BIOS could be more bugs, if your pc is functioning normally, I will not update BIOS. It may do you more harm than good. Usually, if you are experiencing some issues with current BIOS and you know the update is the remedy, then go for it.

    psu is a no-no imho. >10+ yrs model and not that solid back then. I will not put new parts on that psu. get Ryzen 2700 build is probably the wise choice.

    budget and country? If Seasonic, Focus Plus will be very good. CPU can draw < 100 W GPU can draw < 300 W Rest is ~ 50 W 450*1.25 for 20% headroom to run efficiently and healthily ~ 600W.
