I currently have a 1050ti paired with i5 3570.I got enough money to upgrade one of them should ı upgrade my 1050ti to rx 570 or my i5 3570 to i7 3770?

Keep in mind that for an upgrade, the performance needs to be 30%-50% faster than your old rig. 1050ti to RX570 or my i5 3570 to i7 3770 isn't an upgrade at all. Yes, it would improve the performance of the computer but it's just a waste of effort and time, it's better that you save up more to buy better parts for your computer. One more thing is that you need to understand the compatibility of your CPU and GPU, if they're not compatible, how good your GPU is but your CPU is trash, it will limit the performance in FPS. So my advice is that you upgrade both of them, before you do...
The CPU, while kind of dated, is still more or less fine, and you will get more gaming performance out of a GPU upgrade instead.

You well still need to upgrade platform (CPU, mobo, ram) to get the most out of the GPU upgrade since that CPU may hold it back in terms of it's maximum potential in certain games.

ı have a H61M-DS2 as my motherboard is it good for the rx 570?

I think rx570 and i5 3570 are compatible
